Here's Why:
WTF Factor: This ship is weird. I mean I ship it hardcore, but it is generally pretty weird. Two middle aged men, one demon, one hunter, and we definitely ship them, despite them being literal foils of each other. I dig it, but it rates high on the WTF Meter.
Popularity: While still relatively popular, these two are not paired as often as ships like Destiel and Sassy because of both characters being rather sideline.
Cannon Probability: (SPOILERS) With Bobby being dead (and even dead beyond death after he was personally taken to heaven from hell by Sam), the likelihood of this ship becoming cannon is less than one, but I remain optimistic...
Castielle's Rating: While I love this ship (I do, I really fudging love this ship), I know there are certain aesthetics that a show requires in order to function properly. I personally don't think that cannon Crobby would be helpful or beneficial to the plot of Supernatural, thus the basis for it is moot. Sorry folks.
